Among eligible expenditures for American Rescue Plan funds, perhaps no category offers as much broad flexibility as water and wastewater infrastructure. For example, if its eligible under the Clean Water and Drinking Water State Revolving Funds, then its eligible under ARP.

Options are provided for municipalities with utilities, municipalities without them, and municipalities where utility investments are not even an option.
